Membership Agreement
The Keys Consortium will provide each member:

To submit this form is to agree and acknowledge that I have read the membership agreement, that I fully understand that violation of this policy will be grounds for Coast Guard notification and possible termination of my membership.
Each firm must have a written policy on drug and alcohol use. This must be signed by all members and a copy must posted. We will supply you with a compliant policy.
1 hour of training on drug and alcohol use/abuse for each employee is required. We provide the necessary video and written materials with paid membership.
All results must be reviewed by a certified MRO. The Keys Consortium provides a MRO that reviews each test result. In case of a positive the MRO will interview the donor by telephone to determine if there is a valid reason for the results
Records must be kept for all test results, negatives for 1 year, positives for 5 years. Keys Consortium maintains all test results for you. We also complete the annual MIS form for each client in good standing.
Testing must be done by a lab that meets DOT/HRS standards. Keys Consortium tests are done in strict accordance with the DOT/HRS by certified collection site technicians and processed by a SAMHSA certified lab .
A negative test result must be provided prior to membership into any drug testing program. A test is not necessary if proof of a negative result is provided from within 6 months of membership date with no positive result during that 6 month period or during the previous 185 days proof of membership in another compliant drug program in good standing for at least 60 days.
All members are required to be randomly tested at a rate of 50% of testing pool. Selection must be statistically valid so that there is an equal chance for any member to be selected. Keys Consortium administers a valid program for all members. All random tests are covered with membership, regardless of number of times a member is selected.
If the employer believes an employee is using an illegal drug they must arrange for a specimen to be collected. We will advise members of what constitutes reasonable cause and perform testing if necessary.
Periodic tests must be done for license issue, license renewals and upgrades. Members enrolled over 60 days are exempt from periodic testing. We will provide you with a letter to give to the Coast Guard upon renewal
The marine employer shall ensure that all persons directly involved in a serious marine incident are tested. Keys Consortium makes every attempt to be available for serious marine incidents and post accident testing.

Is there a difference in labs?
There is a big difference in the quality of labs. The Labs we use are certified by the National Institute of Drug Abuse (NIDA). A D.O.T accepted lab must pass a rigorous inspection process and also perform well on proficiency tests (samples sent to the lab to challenge the labs competence). They must not only give the correct answer but also the specific drug or adulterants as well as the correct quantity of each drug that was found. If a lab is not certified there is no check on the quality of the chain of custody or the analytical work.
Who administers the tests?
Tests are conducted by certified collectors who are trained about collection procedures as well as test site and chain of custody requirements.
What does the medical review officer (MRO) do?
Once a test is determined to be positive by the lab, there must be a review and also interpretation of the result. The MRO will look for a medically valid reason for the positive result. The MRO will also look for procedural errors such as chain of custody problems. A MRO is a required part of any DOT- regulated program, and highly recommend for non DOT testing. The MRO must be a licensed physician with knowledge of substance abuse disorders.
How long does it take for test results?
Test results are usually returned by fax within 1 to 2 days.
What if someone has an accident?
We are there when you need us 24 hours, every day to arrange for testing.
I’m sure that the lab has made a mistake. What should I do?
Our certified lab will maintain a positive sample in its original container for one year from the date of the test. They keep positive samples for just such a challenge. Anytime during the year a donor can request a retest of the same sample by another certified lab

Members are provided with all required testing. Tests are done at a local certified testing facility. All random tests are included in the membership fee
